El Mirage names 11 firms to qualified consultants list for FY2026; council questions local participation

The El Mirage Common Council on June 17 authorized the city to add 11 firms to its qualified consultant list for fiscal year 2026 through 2029. The motion passed 6–1.
Vice Mayor Parsons moved to authorize the list; Council member Winston seconded. The public tally recorded six ayes and one nay; no named roll-call was provided in the record for individual votes on this item.
Staff said the city received 28 Statements of Qualifications in response to the request for qualifications and selected between five and 15 firms per the solicitation; this round resulted in 11 selections plus one additional material-testing firm. Selection criteria included the firms’ experience, fit with the city’s upcoming capital improvement program, and the city’s prior experience working with the firms.
Council member Gentry asked whether any El Mirage-based firms applied; staff said they did not believe so. Gentry also questioned the reduction in the list size compared with the prior cycle, when the city had 15 on-call firms.
Staff explained the city typically evaluates SOQs for relevance to projected CIP work and the firms’ demonstrated experience on projects of similar scale. Council accepted staff’s explanation and voted to authorize the list.
