Commissioner Mondi introduced the item, saying the package had been returned for revision after previously showing zero certified participation. Representatives from the prime, Guy's Mechanical — identified in the meeting as Gary Guy and Susan Nolder — told commissioners they had increased participation by adding Building Patrol Tech for a 1% EBE allocation and by using Bob Lawson (present on the call) to raise the MBE share on the HVAC equipment package from "6" to "19" as reported in the meeting.
After limited commissioner questions, a motion to approve the project was made and seconded. The commission recorded affirmative votes for the commissioners named in the roll call, and staff registered the motion as approved. Commissioners raised no further questions about the prime's commitments at the meeting.
Staff also summarized three Invitation to Quote (ITQ) items from the Department of Mobility and Infrastructure: a construction inspection contract (Downing Street steps) with SAI Consulting Engineers and a WBE subconsultant, a 100% WBE project management support engagement with SD Thomas and Associates, and a bridge inspection ITQ with Michael Baker International and a subconsultant ANA Consultants. No formal votes on the ITQs were recorded in that segment.
The commission approved the Brighton Heights item with unanimous recorded support from the commissioners who voted; staff said they would continue to monitor contract compliance through routine audits.
