Carroll County commissioners approve multiple procurement contracts and spending authorities, cover $707,400 waste transfer overrun

Carroll County commissioners on July 24 approved a series of procurement purchases, contract renewals and spending-authority requests, including $707,400 to cover waste transfer costs above the fiscal year 2025 budget.

The votes, taken during the board’s open session, also included renewal of computer-aided dispatch software support with Keystone Public Safety Inc. for $278,232 and approval of a county resolution declaring intent to reimburse capital expenditures with future debt proceeds. All motions on the record were approved without recorded opposition.

Why it matters: The purchases and spending-authority approvals authorize expenditures already identified in departmental plans or in the FY26 budget and, in the case of the waste transfer payment, cover an overage that county staff say is offset by higher-than-expected tip-fee revenue.
