Council approves Coit Road contract, materials testing and Raymond Park lighting agreements

Prosper Town Council on July 22 unanimously approved four formal items related to capital projects and park improvements: a construction contract for Coit Road improvements, a construction materials-testing contract, a change order to install multipurpose-field lighting at Raymond Community Park and an agreement to accept a $950,000 private donation to help pay for the lights.

Coit Road contract The council authorized the town manager to execute a construction agreement awarding Competitive Seal Bid No. 20205-13-B to DDM Construction Corporation for Coit Road, First Street to Prosper Trail paving and drainage improvements. The contract award totals $10,377,272 with a $500,000 construction-phase contingency, creating a total purchase order of $10,877,272. The motion passed unanimously. The council moved and seconded the motion by Craig Andres and Amy Bartley, respectively.

Staff said the first phase covers the segment from First Street to Prosper Trail and includes substantial drainage work and trail connections adjacent to Raymond Park. Town staff told council eight bids were received and DDM was the highest-ranked proposer after evaluation of price, schedule and qualifications. Staff also said right-of-way for the full project is already secured and that the phased work will leave approximately $14 million remaining in the set-aside capital account for the next section of the roadway.

Materials testing agreement Council also approved a professional-services agreement with Geotex Engineering for construction materials testing and observation services on the Coit Road project for $239,028. The purpose is to provide soils, concrete and compaction testing and observation during construction. Motion by Council Member Cameron Reeves, second by Deputy Mayor Pro Tem Chris Kern, passed unanimously.

Raymond Park lighting and donor agreement Council approved change order No. 3 to the deemed construction contract to include multipurpose-field lighting at Raymond Community Park. The change order as discussed totals about $1,932,000 (which staff said includes materials, labor and contingency). Staff noted there is an owner's contingency included in the number and that a portion of the funding would be covered by project savings, bond interest, park-improvement fees and other contingency dollars. Council also approved an agreement to accept a $950,000 donation from the Prosper Athletic Soccer Association (PASO) to supplement the cost of the lighting. The donation agreement was approved unanimously; the change order also passed unanimously.

Council members discussed the high escalation in lighting costs since April 2025 and the effect of tariffs and material-price increases on the estimate. Some members expressed reluctance at the added cost but said they supported accepting the PASO donation and approving the change order so the fields can be used in evening hours. Town staff said splitting the lighting contract out of the deemed construction approach could cause delays and additional coordination burdens; staff recommended proceeding under the deemed construction framework to coordinate poles, lights, sod and irrigation.
