League City’s City Council on July 8 approved an ordinance to rezone about 1,776.9 acres known as the Lloyd Tract and to create three planned unit development overlay districts that the city staff identified as Lloyd PUD Central, Lloyd PUD North and Lloyd PUD South.
The ordinance, described during the meeting as replacing the existing Lloyd Tract Planned Unit Development, passed on an 8–4 vote after a public hearing that drew no speakers. Planning and Zoning recommended approval 5–0–0 with three members absent, according to staff remarks at the meeting.
City staff told council that the new master plan will act as the zoning overlay for the property and that adopting the plan tonight will set the zoning designation; any future developer seeking a use outside the approved master plan — for example, an apartment complex not shown on the plan — would need to return to council to request an amendment to the PUD.
Councilmember Andy Mann asked staff to point out where multifamily would be allowed; staff said 62 acres of multifamily are allowed by right within the Lloyd Central PUD and only in a mixed‑use setting along the Grand Parkway and Bay Area Boulevard. Staff said a fire station will be dedicated to the city within the Lloyd South PUD and that the station parcel (about 4 acres) will be dedicated within 90 days of adoption.
Council discussion noted the challenge of coordinating multiple owners across the Lloyd Tract and said the three‑PUD approach was intended to give separate owners clearer development parameters. A council member described the work as difficult and urged developers to make the project an attractive addition to the city.
The ordinance was recorded as passed 8–4. The council did not specify an ordinance number during the meeting packet discussion.
The rezoning covers land generally described in staff materials as north of FM 517, south of League City Parkway, west of Hobbs Road and east of McFarland Road. The PUD overlay districts were identified in the meeting as PUD 24‑0001 (Lloyd PUD Central, ~245 acres), PUD 24‑0002 (Lloyd PUD North, ~735.7 acres) and PUD 24‑0003 (Lloyd PUD South, ~796.2 acres).
The council did not schedule any additional action on the ordinance during the meeting; the rezoning takes effect as adopted unless a subsequent legal or administrative challenge is filed.
