Plainview selects Jacob Martin for Kidsville design, seeks Texas Parks & Wildlife grant

The Plainview City Council on July 22 approved the selection of Jacob Martin architectural services to design renovations at Kidsville, the city’s longtime community-built playground, and directed staff to continue with grant application work tied to the project.
Tim Crosswhite briefed the council on the RFQ process, saying the city issued the RFQ on June 25 and received four responses. A scoring committee ranked Jacob Martin highest with a score of 91.2; Crosswhite noted that having the firm’s local office in Lubbock was a differentiator that would allow for local engagement and a community-build model if the city is awarded grant funds.
Crosswhite said the city is applying for a Texas Parks and Wildlife grant that staff described as a $750,000 award with a 50% local match. He told the council the city will know whether it receives the grant in January. The city’s online survey tied to the design effort had received about 500 responses as of the mid-July update, Crosswhite said.
Council members approved the selection. Mayor Pro Tem Weiss moved approval of Jacob Martin’s services; Council Member Rascon seconded the motion and the council adopted the selection.
Staff noted that approval of the architect is a step required by the grant application process and that further community engagement would follow if the grant is awarded.
The council recorded the vote during the meeting as "we have a vote of 7 4," and the selection was approved.
If awarded, the grant would require the city to provide a 50% match and to complete additional community engagement and design work prior to construction.
