Hurst council suspends effective date of Encore Electric rate filing to join regional review

The Hurst City Council voted to approve Resolution 1889, suspending until further council action (for the maximum allowable 90 days) the July 31, 2025 effective date of Encore Electric Delivery Company LLC’s application seeking system-wide increases to transmission and distribution rates.
Assistant City Manager Clayton (presenting) said Encore’s filing requests an approximate $834,000,000 increase in revenue — described by staff as roughly a 13% increase over current revenues — and that Hurst participates with other cities in the Encore City steering committee to jointly review the case. Staff said the coalition is represented by legal counsel and that suspending the filing allows the cities’ attorneys to review the application and attempt to negotiate a lower increase before any requested rate change takes effect. Staff said if a negotiated settlement is reached, a future council item would present the outcome for Hurst’s consideration.
A council motion to suspend the effective date carried on a voice vote. Staff said if the council took no action the company’s requested rates would automatically go into effect on the filing’s stated effective date.
