Hurst council approves first reading of ordinance regulating certain offender residency

The Hurst City Council approved on first reading Ordinance 2601, amending Chapter 14 of the Hurst Code of Ordinances with the addition of Article 5 regulating certain offender residency.
Captain Bruner of the Hurst Police Department (presenting) said the department, working with the Texas Department of Public Safety, monitors registered offenders living in the city. Bruner told the council that, as of the meeting, there were about 100 registered offenders residing in Hurst. He said whether an offender may reside in a place is typically controlled by parole or probation restrictions and that the department provides annual or quarterly registry information. Bruner said 11 of 13 Northeast Tarrant County cities have adopted prohibited areas for certain offenders, and staff referenced a recent Department of Public Safety mailing that notified neighbors about a high-risk offender moving into a community; that mailing prompted increased calls to the police department.
Council members asked officers about how state parole and probation conditions interact with local registration and about enforcement steps when offenders fail to register properly. The motion to approve Ordinance 2601 on first reading carried on a council voice vote.
