The Anna City Council unanimously approved July 22 an ordinance revising the city's special-event permit rules, increasing the minimum lead time for applications from 30 to 60 days and formalizing an internal review process to improve safety and logistics planning.
Jeff Freeth, acting director of Neighborhood Services, said the current ordinance (adopted in 2008) had not kept pace with the city's growth and rising demand for park and plaza events. Freeth said the 60-day window gives staff time to coordinate across departments, complete a pre-application meeting, and review logistics with public safety, code and neighborhood services.
Freeth described the updated permit packet provided to applicants as a way to reduce back-and-forth, to set clear expectations about site plans, traffic and public-safety needs, and to make review more professional and consistent. He said the ordinance also authorizes the city manager or designee to approve permits after internal review to streamline the process.
Council members asked about notification to applicants who might have inquired under the prior 30-day standard; staff said they would proactively contact prior applicants and update the city's publicity channels and activity guides. Several council members and staff said 60 days aligns with best practices used by other municipalities.
Councilmember Stan moved to approve the ordinance; Councilmember Totten seconded. The council voted unanimously to adopt the ordinance.
