Hidalgo County Commissioners Court approved a resolution supporting the 2025 Help America Vote Act (HAVA) election-security subgrant administered by the Texas Secretary of State. Elections Administrator Hilda Salinas said Hidalgo County will be awarded $52,000; the grant requires a 20 percent match ($10,400).
Salinas briefed the court on grant terms, including that the county must assign a single point of contact for communications with the Secretary of State’s office and that claims against the grant fund be audited and approved like other county claims. The resolution states the county will return funds in the event of loss, misuse or noncompliance under the grant agreement.
The court approved the resolution by voice vote. Salinas said the funds are intended to support election-technology and election-security improvements for federal-election administration. Staff said the county will follow the grant terms and match requirements when implementing eligible purchases and projects.
