Hidalgo County sends CSBG-funded mobile unit to assist San Angelo storm recovery; court approves small contract amendment

Hidalgo County’s community services staff told the commissioners the county deployed a mobile unit and personnel to San Angelo following a severe storm that affected a large swath of Central Texas. The presentation described on-the-ground work with Concho Valley Community Action and the American Red Cross to provide registration, donations distribution, cleaning supplies, gift cards and intake assistance to families in hard-to-reach rural communities.

The court approved amendment number 3 to the fiscal year 2025 Community Services Block Grant (CSBG) contract, adding a budget increase of $6,416. Staff said that amendment and prior emergency authorizations allowed county personnel and equipment to deploy quickly and provide logistical and intake support to impacted residents. The vote to approve the contract amendment carried by voice vote.

Presenter Jaime Linguia (Community Services) summarized the county’s relief work: staff operated from multiple locations across the Concho Valley service area, provided direct assistance to about 60 families, helped prescreen applications for relief and trained local agency staff on best practices. County emergency-management staff provided a vehicle and mechanical support for a trailer used to transport donations and the mobile unit.

Staff thanked local partners and county departments for donations and logistical support and said that work continues. The court authorized the contract amendment and delegated execution of the amendment to the department for necessary signatures.

The amendment presented at the meeting cited a small budget increase and did not change program eligibility criteria. Staff said detailed reports on deployment and spending would be provided to the court in follow-up.
