Commissioners deny protest and award employee benefits contract to HUB International

Ada County commissioners on July 22 denied a protest from Alara Group doing business as Propel Insurance and accepted the evaluation committee's recommendation to award RFP 25058 to HUB International Mountain States Limited.
Procurement staff summarized the process: the RFP was issued May 6, proposals opened June 10, nine proposals were received and evaluators invited three firms for interviews. After interviews on June 30 and July 1, Hub International scored 131.33 and Propel Insurance scored 131.22; staff characterized the margin as extremely narrow. Propel Insurance filed a protest on July 11, and also requested scoring sheets; the county provided the public records response. Procurement staff said the county re-reviewed the process, found no deviations from standard procedure, and recommended denying the protest.
The board moved to deny the protest and to accept the evaluation committee's award recommendation to HUB International Mountain States Limited; both motions passed on unanimous voice votes.
Procurement staff emphasized that Ada County uses the Bonfire e-procurement system to collect evaluators' scores, perform calculations and keep consistent evaluation criteria across procurements. County staff described the close scores as one of the closest they had seen.
