The board voted unanimously after procurement staff summarized the RFP timeline: the solicitation was posted April 22, proposals opened May 27, eight proposals were received, and the evaluation panel invited four firms for interviews on July 2. The evaluation team ranked High Focus first, Choletta second, Early Alert third and Wyland Associates fourth. Procurement staff said Early Alert’s protest contested the evaluation outcomes but that its initial and interview rankings remained third and that the county had fulfilled public records requests for proposals and scoring sheets.
Procurement staff recommended denying the protest and then presented the award recommendation letter, which listed High Focus LLC as the top-ranked proposer with a score of 130.62. The board voted to deny the protest and to accept the evaluation committee recommendation to award the contract to High Focus LLC. Both motions passed on unanimous voice votes.
The decision follows Ada County’s standard procurement process using the Bonfire e-procurement system, according to staff, which the county said automatically aggregates evaluator scores and enforces consistent evaluation criteria across procurements.
The awards and the protest denial were procedural actions based on the submitted proposals and the evaluation process; no additional contract terms were discussed at the meeting.
