The Skagit County Board of Commissioners on July 21 approved its consent agenda, ratified two miscellaneous collective bargaining agreements and authorized several administrative contracts and funding decisions.
Commissioners approved consent agenda items 1 through 43, including a Washington Administrative Office of Courts award to support a therapeutic court intended to connect people with substance use disorder or behavioral health needs to treatment before court. The board also acknowledged a change in employee benefits administration: Health Care Management Administrators was identified as the county’s new provider for the employee health plan and prescription drug services; commissioners were told the change has produced cost savings and more detailed reporting for county decision-makers.
The board voted to award $250,000 in economic development funds to the Port of Skagit for an expansion project identified in the consent materials as a pickle-production business. Commissioners said the county’s 0.09 sales-tax revenue was being used to support local agriculture-related businesses through port investments.
Other items approved included leasing additional office space at 301 Valley Mall Way to expand the county health department’s workspace, a one-year service agreement for new engines on the Guemes Ferry with NZ Power Systems Inc., and contracting assistance to obtain permits in the city of Anacortes to replace a security fence at a ferry dock.
The board also ratified two collective bargaining agreements with Teamsters bargaining units — described in the meeting as the district court/courthouse/parks unit and the juvenile corrections unit. Jason Lewis, identified in the transcript as the county HR representative, presented the agreements and answered commissioners’ questions about the number of bargaining units the county manages.
