A separate and contested request involving Nanakuli Village Center was deferred for further documentation and legal review.

- Agenda and minutes: The commission approved the meeting agenda and adopted minutes of prior meetings with a single amendment to correct a voting record (motion carried).
- Consent agenda (D2–D12): Staff presented multiple consent items covering administrative approvals; commissioners approved items D2 through D12 after brief discussion. D12 included a payout of net proceeds to a relocated lessee (Mr. Santos) for improvements to a lot; staff explained the relocation and appraisal-based payout (motion carried).
- Residential and project lease awards (E1–E4): Commissioners approved lease awards for multiple subdivisions and project leases across islands, including Pilani Mai Kekai (Kauai), Pu'uhona (Maui), Ka'uluokaha'i (Ewa Beach, Oahu) and Laiopua Villages (Kailua Kona, Hawaii). Each award was for 99-year project leases as listed in staff materials (motions carried).
- Revocable permits (F1, F2): The commission approved renewal of revocable permits on Oahu (F1) and the issuance of new business revocable permits in Kalaeloa (F2). Staff said permit rates were increased by roughly 2.5–3% for most holders with a typical 30-day month-to-month RP structure; those with under one year of occupancy were held at current rates for now. Nanakuli Ranch was removed from renewal consideration pending verification of corporate documents (staff will return with details).
- License to U.S. Geological Survey (L&D item): Land Management staff recommended and the commission approved a license agreement to the U.S. Geological Survey for Kohakohau Stream, Waimea (motion carried).
- Beneficiary consultation acceptance (G1): The commission accepted the beneficiary consultation report for Kealana (Kealana Farms) on Maui, which reviewed a request for an easement to access a county water main. Staff recommended conditions and asked the applicant to provide official correspondence from the County water agency and to address beneficiary concerns about traffic, noise and "give-back" benefits (motion carried).
- Other procedural actions: The commission voted to convene an executive session for legal consultation on a Nanakuli-related lease item and subsequently deferred that specific item to the next meeting after requesting bylaws, board minutes and audited financials from the association.
Votes on routine items were taken by voice; where recorded tallies were requested by commissioners staff will add formal tallies to minutes. No ordinance readings or budget adoptions occurred at the July 21 session.
Commissioners repeatedly emphasized the need for staff to verify vendor and corporate compliance (DCCA, tax clearance, vendor compliance) before issuing permits or lease contracts.
The commission recessed for lunch and scheduled further deliberations and hearings for later in the week.
