Plan commission approves 20-room hotel addition at 3100 Wellington Place

The Janesville Plan Commission unanimously approved a conditional use permit amendment Monday for a five-story, 20-room addition to the Holiday Inn Express and Candlewood Suites property at 3100 Wellington Place.
City planner Trey Meyer presented the request on behalf of Sejal Patel and property owner Janesville Hospitality LLC. The subject property is in the B-4 Business Highway District; large developments over 25,000 square feet require plan commission review in that zoning district. The applicant proposed a 20-room addition built on the north side of the existing structure consisting of five floors with four rooms per floor, branded as Candlewood Suites.
Meyer said the addition would be approximately 50 feet tall at its highest point, use EIFS and cultured stone veneer to match existing architecture, introduce new windows on the north elevation, and repurpose the existing monument and pylon signs to shared Holiday Inn Express and Candlewood Suites branding without changing sign sizes. The plan would reduce on-site parking by 16 stalls to realign drive aisles while maintaining required parking based on conference center size, lodging rooms and employee counts, Meyer said. Staff completed required public notices and reported no public contacts.
Commissioner Dangara moved to find the proposed development compliant with the Janesville Zoning Ordinance and approve the conditional use permit amendment subject to conditions in the Planning Division memorandum dated July 21, 2025; Commissioner Williams seconded. The motion passed with all commissioners voting in favor.
Commission discussion included support for continued investment in the site and expectations that the addition will complement nearby developments such as the Woodman Center. City staff will apply the conditions listed in the Planning Division memorandum and issue permit approvals consistent with those conditions prior to construction.
