Plan commission approves Alliant Energy conditional use permit for small above-ground gas regulator on Kellogg Avenue

The Janesville Plan Commission unanimously approved a conditional use permit Monday allowing Alliant Energy to install an above-ground natural gas regulator station at 2909 Kellogg Avenue.
City planner Trey Meyer presented the application on behalf of Rock County and Alliant Energy, describing the proposed station as a compact above-ground facility that would replace an existing below-ground vault system to improve access, maintenance and service reliability. Meyer said the immediate equipment footprint is approximately 5 feet by 15 feet, with an easement area of about 25 feet by 30 feet; the southerly 10 feet of the easement abuts West Burbank Avenue's existing public right-of-way.
Meyer said staff recommend approval after finding the proposal complies with the standards for a conditional use permit in the R-3 zoning district, and staff added a condition requiring easement provisions be written so they would not inhibit a future extension of West Burbank Avenue. Meyer also said staff had contacted Alliant Energy and Rock County to align easement language and that required public notices were completed with no public comments received.
Commissioner Dangara moved to find the proposed development compliant with the Janesville zoning ordinance and approve the conditional use permit subject to the conditions in the Planning Division memorandum dated July 21, 2025; Commissioner Williams seconded. The motion passed with all commissioners voting in favor.
The approved plan calls for two parallel above-ground pipeline segments, the station to be enclosed on two sides with concrete bollards and screened from adjacent properties, and easement language that preserves the possibility of future right-of-way expansion for West Burbank Avenue. City staff said the easement documents will be coordinated with Alliant Energy and Rock County to reflect that condition.
No members of the public spoke during the conditional-use public hearing.
