Indy Parks board awards multiple park construction contracts totaling several million dollars

The Board of Parks and Recreation approved staff recommendations to award several construction contracts for park improvements across Indianapolis.
Approved awards included the Doris Cowhert Park improvements to Morphy Construction Incorporated in a lump-sum amount the staff listed as $800,520; DPR-313 Southside Park improvements to Powers and Sons in a lump-sum amount of $1,281,800; and Tolan Aikman Park playground improvements to Powers and Sons in a lump-sum amount of $784,900. Board members voted to approve each award by voice vote.
Staff and project managers described the scope and funding for each project. Corey Kranick, construction administrator for Indy Parks, said the Doris Cowhert Park project upgrades playground equipment and surfacing, adds sidewalk connections to Irvington Avenue, and includes two paving alternates for trail connections; that project is partially funded by the Department of Metropolitan Development through a HUD grant and is subject to Davis-Bacon prevailing-wage requirements. Kranick said Morphy Construction was the low responsive bidder and that Morphy reported 20% XBE participation on the submittal.
Nate Seacrest of Powers and Sons outlined the Southside Park scope, calling it an eight-acre park renovation that will add a new playground, basketball court, pickleball courts, a larger parking area and a loop path around the perimeter. Kevin Thompson, construction project manager for Indy Parks, described the Tolan Aikman scope to include demolition and grading, stormwater detention and BMP structures, playground equipment with pour-in-place rubber surfacing, shelter and parking improvements, landscaping and a new parking lot; staff provided target substantial- and final-completion dates for Tolan Aikman as July 1, 2026 and Aug. 3, 2026 respectively.
Board members asked about minority-business-enterprise (MBE/WBE/XBE) participation counts and the potential to improve utilization of local subcontractors; bidders present acknowledged the goal to expand subcontracting opportunities and said subcontract assignments will be developed after award. On Tolan Aikman and other projects staff noted scheduled substantial- and final-completion dates and that elements such as parking and new restrooms are included in the work.
Each contract was presented as the lowest responsive and responsible bidder on the basis of the department's solicitation; the board approved the motions for the items in sequence and the chair declared the motions carried by voice vote.
