District presents comprehensive evidence‑based reading plan; board to consider plan next meeting

Heidi Roberts, director of accountability and assessment, presented the district’s comprehensive evidence‑based reading plan (SERP) on July 22 and told the board the plan will appear on next week’s consent agenda for approval.
Roberts said the SERP aligns with Florida’s Formula for Reading Success and uses tiered instruction (Tier 1, Tier 2, Tier 3) to target students’ needs. Key changes the presenter described included replacing the district’s prior adaptive reading program with Exact Path (piloted at Marathon High School), and a districtwide adoption of UFLI Foundations for kindergarten through grade 2. Roberts said Exact Path is adaptive and “will reduce the amount of test time for students” by creating targeted learning paths from formative data.
The presentation stressed targeting supports for students with disabilities (SWD), students in the bottom proficiency quartile and English learners. Roberts described efforts to tailor professional learning to each school’s improvement plan and student-performance data; coaches will meet monthly at individual schools to build capacity and allow walkthroughs during coach meetings. She said Benchmark Advance (K–5) and Savvas (6–12) will continue as core materials in their respective grade bands.
Board members raised questions about assessment cadence and data use. A board member asked whether the district’s monthly ISIP/iStation checks are being used for Tier 1 in addition to Tier 2 and Tier 3. Roberts said the monthly assessment is available districtwide and is used formatively, and that the district will re-examine wording about whether the assessment is optional or required so testing time limits are respected. Roberts said she and her team will review the data and follow up with the board if changes are needed.
Roberts and the superintendent said principals and assistant principals will take part in a deep data dive the following Thursday with the director of accountability and assessment and other curriculum staff to identify strand-level gaps and to guide deployment of targeted supports. The presenter said the SERP reflects a collaborative effort among EL, ESE, MTSS, instructional materials, teachers, coaches and school leaders.
The board did not take final action on July 22; staff said the SERP will be on next week’s consent agenda for formal board approval.
