Commissioners described residents who reported power surges, intermittent outages that damaged appliances and extensive excavation debris left for long periods. The City Manager said staff had been fielding calls and was advising residents to file claims with FPL via the carrier’s claims portal; commissioners pushed for more proactive city action, including transmitting a resolution to the Florida Public Service Commission and pressing the utility and its subcontractors for immediate corrective measures.
Staff said there are two tracks: operational enforcement of construction and public‑works permits related to contractors working in the public right‑of‑way, and regulatory complaints about power quality and damage to homes. The City Attorney and staff said they would coordinate with utility and permitting staff and recommended drafting a resolution for the commission’s next meeting and transmitting it to the Public Service Commission if the commission wants a formal complaint route.
Commissioners also discussed the option of pausing or restricting work permits at specific development sites if the city believes contractor activity is creating safety or service problems; staff said they would evaluate operational constraints and report back. The manager asked commissioners to place the formal resolution on the next regular meeting agenda and said staff would continue to collect resident claims for transmission to the utility and the PSC.
No vote or enforcement action was taken at the workshop; staff will prepare recommended resolution language for the next meeting and compile complaint documentation from residents.
