Lumen seeks final site plan approval for unmanned fiber huts on Ballinger Center Drive

Lumen representatives presented a final site plan concept for two prefabricated, unmanned fiber huts at 315 Ballinger Center Drive at the July 21 Planning Commission workshop.
What the applicant said Ryan Jolene, representing Lumen, said the project would add a single-wide hut (12 by 36 feet) and a double-wide hut (24 by 36 feet); the tallest roof point is 9 feet, 8.75 inches. The huts are concrete‑walled prefabricated units set on a concrete pad with conduit for power from a new transformer; the project will also include a small generator that runs a weekly test and is used only for emergencies, the applicant said. Huts will be unmanned except for occasional service technician visits.
Lighting, security and landscaping The applicant said each hut will have two 18‑watt fully shielded downward‑facing motion-sensor lights, intended to minimize light spill. Security will be provided by fencing around the compound, a gate with a coded padlock and coded locks on each individual hut. The applicant provided a landscape plan showing some tree replacements.
Outstanding technical items Staff noted the applicant submitted an archaeological assessment and expects a letter of no further action before the public hearing. The site will include an electrical transformer (H-frame) and coordination with the local utility is ongoing; staff also asked for clarification of a 15-foot sign easement along the southwest property line that limits placement of transformers or generators.
Next steps No action was taken at the workshop; staff and applicant will finalize the archaeological clearance and utility coordination prior to the public hearing.
