Andrew Welker, senior development manager at Oshman Properties, told Frederick City planning staff and the Neighborhood Advisory Committee that a parcel at 108 Thomas Johnson Drive will be subdivided and redeveloped as part of the Governor’s Place office campus.
Welker said the parent parcel will be subdivided to create separate Lots 4C and 4D; the first phase proposed is a three-story, 53,000-square-foot professional and medical office building. A future phase noted in the application is a roughly 10,000-square-foot building shown at 106 Thomas Johnson Drive. Welker said Adequate Public Facilities (APFO) tests for roads, water and sewer were completed with the project’s earlier approvals in 2019 and 2022.
Pam Roper, a planner with the city, said this is a planning-commission-level application that will go to a workshop and a public hearing, where the commission will accept public comments before a final vote. No vote or final decision was recorded at the NAC meeting; staff explained the project will proceed through standard planning commission review and any conditions or technical comments will be addressed during that process.
The applicant and staff invited members of the public to follow the application as it proceeds to planning commission workshops and hearings.
