Whittier Elementary to replace eight portables with single 10-room modular; forest conservation plan added

Frederick City planning staff said Whittier Elementary School will remove eight existing portable classrooms and replace them with a single, 10-room modular classroom, and the city will add a forest conservation plan for the school site.

Sherry Kelly, a planner with Frederick City, told the Neighborhood Advisory Committee that the project will consolidate classroom space so students will no longer need to travel outdoors between separate portables. Joe Cece of Fox & Associates, the applicant representative, said there will be no increase in students or in the school's state-rated capacity.

The planning staff described the application as a staff-level project that will be reviewed and approved administratively after technical review by the planning and engineering departments and, where applicable, public works operations. Kelly said the forest conservation plan addresses the absence of a prior forest plan when the school was originally built; staff intends to supplement existing landscaping with additional trees and shrubs to meet current standards.

The application materials do not show any enrollment increase or change to the school's rated capacity, and staff said the modular classroom will connect to the main building to improve security and circulation. No formal votes or approvals were taken during the NAC meeting; staff indicated the project will proceed through standard administrative review.

City staff encouraged the applicant to follow required technical approvals and said they will circulate comments and then issue an administrative approval if the plan meets technical requirements.
