The Overland Park City Council on June 21 approved two related actions—Resolution No. 5055 (adopting a negotiated development agreement) and Resolution No. 5056 (a resolution of intent for issuance of economic development revenue bonds for sales-tax exemption)—to support a multi-phase renovation and expansion project at Overland Park Regional Medical Center. Both resolutions passed on roll-call votes of 8–2.
City staff and the Finance, Administration and Economic Development (FAD) committee reviewed the developer’s request and negotiated a development agreement that establishes parameters for the project through the end of 2030. Staff said the project will be completed over more than five years and that the development agreement is intended to provide a framework for that phased work.
A council member said she would oppose the action because she was not convinced the project needed the incentive to proceed; that view echoed private concerns the project could have been funded internally. Other council members said the incentive helped the hospital prioritize the Overland Park project among competing internal capital requests. Councilor comments referenced the FAD committee’s 5–1 recommendation on the resolution of intent.
On roll call for Resolution No. 5055 the votes were 8 in favor and 2 opposed (Cheatham and Mosher recorded as voting no); Resolution No. 5056 passed by the same 8–2 tally. Staff said a development agreement and resolution of intent do not themselves issue bonds; further steps and votes will be required before any bonds are sold or tax exemptions granted.
