Board approves consent calendar, confirms delinquent solid-waste accounts and authorizes study of El Macero Country Club plan

The Yolo County Board of Supervisors voted July 22 to approve the consent calendar, to confirm a report of delinquent residential solid-waste accounts with three parcels removed, and to authorize further study of a general-plan amendment and rezone request submitted by El Macero Country Club that would allow creation of three residential lots.

The consent calendar (items 6–38) was moved by Supervisor Bill Frerichs and seconded by Supervisor Villegas and carried. Supervisor Angel Barajas recused himself from item 32 because of a potential contract/MOU involving Rise, Inc.; Barajas told the board he had discussed the matter with county counsel.

The board heard a staff presentation and public comment on item 41, the annual public hearing to confirm the county's list of delinquent residential solid-waste accounts and to authorize placement of unpaid balances on property tax rolls. Marissa Jeweller, Integrated Waste Management Division director, told the board the county allows residents up to 365 days to resolve past-due garbage bills and that staff had started work on the list in November. Jeweller said three parcels (lines 79, 85 and 109 on the printed list) had contacted the office in the last 72 hours and staff recommended removing them; she said the updated list would include 117 parcels with a total balance of $66,193.57 if those removals were approved.

Giacomo Morris, a resident of Esparto, told the board he had contacted a neighbor and the neighbor's family was working on the debt; the board amended the motion to also remove 24590 County Road 23A and directed staff to follow up if the county later found cause to return the item to the board. The motion to adopt the resolution excluding parcels 79, 85, 109 and 24590 County Road 23A was moved, seconded and carried by voice vote.

On item 42, the board considered a pre-application from the El Macero Country Club seeking authorization to file a formal application to amend the county general plan for a small portion of the club's 170-acre parcel (about 38,400 square feet, less than one acre) and rezone it from parks-and-recreation to low-density residential to permit three home sites. Tracy Gonzales, associate planner in the Department of Community Services, explained that state law limits general-plan amendments and that private requests must be authorized by the board before staff will process a formal application. Gonzales said staff routed the pre-application to county departments and the South Davis Citizens Advisory Committee and received no substantive objections; staff recommended authorization to proceed with environmental review and formal submittal.

Nancy Ashbrook, president of the El Macero Country Club, and Steve Greenfield of Cunningham Engineering described outreach they said they conducted with club members, the homeowners association and adjacent property owners; Ashbrook said club members voted in support and that the three proposed lots were selected to avoid blocking nearby views and to match surrounding lot sizes. Supervisor Allen moved to authorize staff to accept a formal application and proceed with study; the motion was seconded by Supervisor Villegas and carried.
