Balch Springs EDC president David Ruffino announces planned resignation; board to add election of officers to August agenda

President David Ruffino told the Balch Springs Industrial and Economic Development Corporation (Type A) at the July 21, 2025 meeting that he intends to resign from the board.
"I've been here since 1997," Ruffino said, summarizing his tenure. He said he had discussed succession with his wife and with board members and indicated Ivan Guel has said he would accept nomination for president. Ruffino asked that the board add an agenda item at the next meeting to consider electing a new president.
City staff advised the board that an election must be placed on a future agenda; the board agreed to add an item for the Aug. 18 meeting to nominate and vote on officers. Staff thanked Ruffino for his service and acknowledged his long tenure on the board and as president for the past six to seven years.
