Art in Public Places begins ordinance review and cross-department assessment; draft to go to council in September

Jaime Castillo, manager of Art in Public Places (AIPP), briefed the Arts Commission on a phased program assessment and ordinance update requested by council. Castillo said Phase 1 (policy and panel guidelines review) is complete; Phase 2 is a cross-departmental review of implementation challenges, and Phase 3 will be ordinance drafting and relaunch of project calls. Phase 4, planned for 2026, will explore new programming recommended by the assessment.
Why it matters: AIPP manages public-art installations funded through percent-for-art and other mechanisms. Ordinance changes and clearer interdepartmental procedures can affect placement, maintenance, removal and community participation in public art projects.
Castillo said recurring themes from working groups and focus groups included the need for better artist participation, clearer communication about percent-for-art obligations, and more assistance with permitting, fabrication, storage and maintenance planning. Staff recommended clarifying sponsor department responsibilities and adding flow charts and clearer language to the ordinance and program materials so artists, developers and departments can identify timing and responsibilities.
Next steps: Castillo said AIPP will continue meetings with sponsoring departments through August, prepare an ordinance draft and move through the city ordinance process with a target briefing to council in September.
