City funding office reports few final-report breaches; one FY23 Nexus award terminated after nonresponse

Jesus Pantel, cultural funding supervisor, updated the commission on contract closeouts and final-report compliance for recent cycles. Pantel said staff closed several FY23 and FY23–24 awards and that one FY23 Nexus awardee failed to respond to repeated attempts at contact and is now in breach and ineligible to apply for future funding until the situation is remedied. The narrator stated that the closed and terminated contracts represent a very small fraction of awards historically administered.

Pantel provided a historical compliance figure: four terminated contracts out of roughly 6,093 award contracts administered during his 20 years with the program, representing about 0.066% of contracts. He said the nonresponsive FY23 Nexus award was around $5,000 and that the total value of awards over the referenced two-year span was roughly $136,197,269 (staff used that figure to show the relative scale of noncompliance).
Staff said they use an escalating three-step notification process before termination and try multiple channels (phone, email, postal mail and social media) before deeming a recipient nonresponsive.
Ending: Staff will continue to work with grantees to close outstanding final reports and reminded commissioners that organizations in breach are ineligible for future grants until they remedy outstanding requirements.
