Willard planning commission forwards amended transportation master plan to city council after map corrections

The Willard City Planning Commission voted to forward an amended Transportation Master Plan (Chapter 4 of the city’s General Plan, adopted March 2024) to the Willard City Council with corrections to road alignments following a public hearing on July 17, 2025.

The commission opened a public hearing and heard no public comment before discussing map edits. Commissioners directed staff to remove a short, lower-angle road segment shown on the draft and to extend and connect a set of proposed roads (the “green” roads in the draft map) down to the canal so the network is continuous. Staff was asked to prepare the corrected map for council review.

Commissioners and staff reiterated that the Transportation Master Plan is a guiding document rather than a mandatory standard: it informs review of development applications and site plans but does not legally compel a specific design. Commission staff described the plan as a reference the city should apply “as best as possible” and noted that the commission or council could approve exceptions for particular development proposals.

The plan had been continued from May 1, May 15 and June 5, 2025 for final review. After the map edits discussed at the meeting, a motion to forward the amended plan to the city council with those corrections passed (commission vote: all in favor; no opposed comments recorded on the record).

Next steps: staff will revise the map to show the changes the commission requested and transmit the amended Transportation Master Plan and supporting materials to the city council for consideration at a future council meeting.
