The city’s animal-control representative, Animal Control staff (name not specified), said Stafford’s ordinance already allows a TNR program and that partnering with the Houston Humane Society has generated cost savings that could expand the humane approach to stray cats. “Remember when I came to you and I said, Hey, we're thinking about going to Houston Humane There's gonna be a savings, but I told y'all I wanted the savings back this year in budget, and that's gonna be, like, $17,000. That $17,000 we can now take, roll over, and start using in TNR,” the staff member said.
The staff member also said the Houston Humane Society charging a flat rate of $80 will affect program costs going forward. Council members discussed whether to allocate those savings to TNR in the upcoming budget but did not take a formal vote on the matter at that meeting.
The TNR discussion was presented as part of the Animal Control department’s routine updates and placed on the council record for budget consideration.
