East Ridge OKs Border Region incentive for JDH roofing supply on Oakdale Drive

The East Ridge board on July 17 approved Resolution 2025-7-18 authorizing a Border Region sales-tax sharing agreement with JDH Company for a commercial roofing and sheet-metal supply business at 5615 Oakdale Drive in East Ridge. The board voted unanimously to adopt the resolution.
City staff described the JDH project as a $3.2 million investment on previously undeveloped property and said the site had no projected baseline sales prior to the proposed development. Staff showed packet exhibits projecting taxable sales beginning around $14,000,000 and outlined an incentive package that staff said would yield an estimated $1,600,000 in developer incentives over the life of the agreement, with an initial annual incentive in the packet of about $60,000. Staff clarified that the incentive structure for this project is effectively a 50/50 split between the city and the developer based on projected qualifying sales.
Tom Schreiner, chief operating officer of JDH, told the board the company does commercial roofing and sheet-metal work and emphasized ties to the community. "I'm Tom Schreiner, JDH. I'm the chief operating officer. We're a commercial roofing and sheet metal company," Schreiner said. He noted the company has operated downtown for many years and that Jay Helton, identified as the owner, is an East Ridge High School alumnus who "wanted to be back in East Ridge."
Staff said the project involved substantial site work (they referenced moving "800 truckloads" of dirt during site preparation) and that the development is expected to create local jobs; Schreiner said the company has recruited employees from East Ridge High School and the University of Tennessee at Chattanooga construction program.
A motion to approve Resolution 2025-7-18 passed on a roll-call vote with Board member Allen, Board member Green, Board member Jones, Board member Pamplin and Chairperson Crow all recorded as voting yes. No amendments were recorded at the meeting.
City staff and board members characterized the approval as consistent with the Border Region programs purpose of encouraging development on previously non-revenue-generating parcels.
