Board ratifies amendments to AB 1502 language on RVT education and reciprocity; MDC work cited

The MDC and an RBT Education Subcommittee reviewed the Board of Pharmacy and other oversight mechanisms and recommended eliminating the board’s authority to approve educational programs, instead tying approved programs to accrediting bodies such as the American Veterinary Medical Association (AVMA) or the Bureau for Private Postsecondary Education (BPPE). The amendments clarified that graduation from an AVMA‑accredited two‑year program or equivalent pathways verified by electronic confirmation would satisfy statutory requirements.
The subcommittee also recommended changes to the alternate pathway language to avoid inadvertently imposing additional proficiency checklist requirements on experienced out‑of‑state registrants. “It was brought up…that the PAVE program no longer exists,” the MDC reported, and the committee recommended future cleanup language to remove obsolete references.
After public comment from representatives including Grant Miller of the California Veterinary Medical Association and Nancy Ehrlich from the California Registered Veterinary Technicians Association, the board approved a motion to ratify the June 25, 2025 amendments to BPC section 4841.5 as included in AB 1502. The board vote was recorded as unanimous for those present and the motion carried.
The board and MDC emphasized that supervising veterinarians retain authority to determine on‑the‑ground competency and that out‑of‑state applicants continuing clinical practice should not face more onerous requirements than equivalent in‑state candidates. The approved changes will proceed through the legislative process as part of AB 1502.
