Genola hires Zions Public Finance to perform impact-fee analysis for water, roads and parks

The Genola Town Council authorized the hire of Zions Public Finance Advisors to update the town’s impact-fee analyses for culinary water, roads and parks. Staff obtained two proposals—Zions and LRB Public Finance Advisors—and recommended Zions based on experience with small communities and a lower cost estimate.
Mayor Neil Brown described the vendor selection process and said Zions provided a more tailored approach for a small community and offered a price several thousand dollars below an LRB proposal. Staff noted LRB’s proposal was higher and better suited to larger-scale engagements; council members concluded Zions’ bid offered the right balance of cost and local experience.
Council members asked whether impact fees could fund the fire station parking/paving; staff explained statutory limits on impact fees, including that fees must be spent on growth-related facilities and that some uses—such as ongoing deficiencies or routine equipment—may not qualify. Staff also noted a six-year statutory window commonly governs the permissible period to spend collected impact fees.
The council approved the Zions contract as presented.
