Washington County reviews transit ridership data and issues new service RFP

Charles Goughton, transit manager for Washington County, told the committee that the transit ridership report for 2024 and year-to-date 2025 is included in the packet and that ridership appears to have stabilized.
“The attached ridership report,” Goughton said during his presentation, “are the '24 and '25 reports,” and he confirmed the packet contains both years’ data after a brief technical confusion about which file was open.
On procurement, Goughton said Washington County Transit issued a request for proposals on July 10 for service starting under a new contract. The current contract originated from an RFP issued in 2020 that produced a one-year base term and four optional one-year renewals; staff said the renewals have been exhausted. The newly issued RFP is structured as a two-year base with three optional one-year renewals.
Goughton said the county recently moved to a different classification that places the transit program under state subrecipient oversight; staff said the state will review and must approve procurements before awards are finalized. He told the committee the current RFP does not include service or fare changes and that any significant change that would alter fares or service levels would require a public hearing under state requirements.
Committee members said they would discuss procurement and transit funding during upcoming budget deliberations. No formal committee action was recorded on the ridership report or the RFP beyond the staff update.
