The Planning Commission approved the preliminary plat for Alliday Section 1B (PP25-001), a proposed 47.3-acre phase that includes 88 single-family detached lots, and attached a condition requiring a signal-warrant analysis once the larger development reaches 300 platted lots.
Tommy Paradise, planning staff, said Alliday Section 1B is on Tract E of the Alliday planned development and will contribute to a larger development that, combined with previously approved Section 1A, is expected to yield about 271 lots. Paradise said the planning department recommended a signal-warrant analysis at the Buchanan Parkway and Belvedere Clearwater Road intersection once 300 lots are plotted, based on the traffic-impact analysis by Kimberly Horn.
Bert Fine of Cranston Engineering, representing the applicant, told commissioners the developer intends to have two contractors working on sections simultaneously and that Section 1A is larger and will take about four years to complete; the developer expects to reach the warrant threshold as phases proceed. Paradise and the applicant noted timing depends on occupancy rates and school-related traffic assumptions in the traffic study.
A motion to approve PP25-001 with conditions naming street uses and requiring a signal-warrant analysis once 300 lots are plotted was made, seconded and passed on a voice vote with all present voting in favor. Staff will require outstanding technical comments be addressed to staff satisfaction before finalization.
