The North Ogden City Planning Commission voted unanimously July 16 to grant preliminary plat approval for the Mickelson Subdivision, a three‑lot split of property at approximately 2749 North 850 East, subject to the staff and engineering reports and the addition of public‑utility easements as needed.
Staff planner Ryan Nunn summarized the request as a preliminary plat to create a third lot and to formalize a road dedication along 850 East that would allow a future sidewalk: "This subdivision... it's a preliminary plat. It is only 3 lots," Nunn told commissioners, adding the city engineer worked with the applicant to determine the appropriate dedication.
The approval follows staff and engineer review that recommended accepting about 5.5 feet of additional right‑of‑way in front of Lot 1 to allow a future sidewalk, and identified that Lot 2 will require a sidewalk under city code unless the city council approves a deferral. Commissioners asked whether the dedication achieves the city's 66‑foot right‑of‑way standard, and staff said the engineer worked with the applicant on a reasonable dedication that would allow a sidewalk to be installed later.
Applicants Kevin and Sandy Mickelson described current use and intent: "We're Lot 3... what we're going to do is go ahead and capture, all the property that's around our homes," Kevin Mickelson said, adding the family intends to create Lot 2 so a son can buy and live nearby to help care for the parents.
Commissioners also discussed utility access for the new lot. Staff and the applicant said Pineview Water has a line near the property and that the final plat should include easements to cover meter pits or lines if Pineview requires them. "Pineview will want 3 different meter pits on this subdivision... we just need to make sure that there's an easement for those," a staff speaker said.
Motion and vote: The commission moved and approved preliminary plat approval "subject to the staff report, engineering report, and adding easement for public utilities as needed." The vote was recorded in favor by Commissioners Green, Watson, Gardner, Neighbour, Bailey and the chair (6 yes, 0 no).
What happens next: The approval is preliminary. The applicants must address engineering and staff conditions and record the final plat documents (including any required public‑utility easements) before lot sales or lot line adjustments are finalized. Any sidewalk deferral for Lot 2 would be a separate decision by city council.
