Planning commission approves waivers and recommends Hawks Vista preliminary plat

The Planning Commission voted to recommend approval of the major subdivision preliminary plat PP24-002, Hawks Vista, including several design waivers requested by the applicant, and attached conditions limiting those waivers to the current phase.
Tommy Paradise, planning staff, described the 10.67-acre site on East Buena Vista that contains two parcels (one zoned R-7 and the larger zoned R-5). Paradise said the applicant proposed 69 single-family attached homes and one duplex. He outlined the waivers needed for the proposed design: an exception to the maximum block length in Table 14-2, and several waivers related to Section 7.2 multifamily residential design addressing vehicle parking location (prohibiting parking in the front setback) and garage orientation (limitations on the portion of facades occupied by garages).
Applicant Keith Lawrence said the property’s narrow/deep geometry made alley access infeasible and that front-entry garages were proposed to make the layout work. He said the team attempted to preserve buffers and that the product is for-sale (not build-to-rent). On pricing he said, “I don't know that we'll get below $2.70. It'll be $2.70 and above if I had to guess,” and that homes would be two-story. Lawrence said he and the team appreciate the second connection that provides improved access.
A commissioner moved to recommend approval of PP24-002 with the requested waivers; the motion included conditions that the approved waivers apply only to this phase and that substantial revisions would require additional Planning Commission approval as determined by the planning director. The motion was seconded and carried on a voice vote with all present saying “aye.” Staff will grant final preliminary-plat approval once the plans are in substantial compliance with the North Augusta Development Code and the commission’s recommended conditions.
Key technical points: the applicant previously received a variance from the BZA in 2023 to address minimum lot width in R-7; approximately 20 of the proposed 69 lots would be 20 feet wide and waivers for design standards were requested accordingly.
