Planning commission recommends rezoning small parcel adjacent to Parcel K so parking counts as accessory use

Tommy Paradise, planning staff, told commissioners that Parcel K had previously been rezoned to Downtown Mixed Use and that the small portion proposed for rezoning is currently zoned PD. Paradise said the requested change affects only the “yellow box” portion shown in the packet and not the rest of Parcel K. Paradise described the request as “closing that loop on Parcel K” and said the engineering review had checked wetlands and pond setbacks.
Developer Brooks Young said the parcel had been a separate land sale when the Parcel K rezoning occurred, which is why the parcel “lagged behind” the earlier application. Young said the developer’s intent is to “maintain design intent within the village whereby it's just parallel spaces, no head in parking.” He said the purchase and rezoning would allow the developer to build six parking spaces behind Kaye to replace spaces lost by converting head-in stalls on Lafayette to parallel parking. Young said some small trees and brush would need to be removed but that “we are maintaining all buffers to the pond.”
The commission opened and closed a public hearing with no public speakers. A commissioner moved to recommend the rezoning to City Council; another commissioner seconded. The motion carried on a voice vote with all those present saying “aye.”
The planning commission's recommendation to City Council is advisory; any final rezoning will be decided by the City Council.
