The Education Policy Committee recommended that the full State Board adopt amendments to COMAR 13A.12.05.05 governing administrator licensure after MSDE published the proposed amendments in the Maryland Register and received no public comment during the 30‑day review period.
MSDE staff (Kelly Meadows) said the amendments were developed by the statewide work group that looked at administrator licensure and the career ladder; the same group recommended criteria that the committee discussed in a separate agenda item. MSDE reported the Professional Standards and Teacher Education Board had granted permission to adopt the amendments at its July meeting. Because the 30‑day Maryland Register comment period produced no public comments, MSDE asked the committee to recommend adoption of the regulatory amendments to the full board.
Doctor Johnson moved and Mr. Paul seconded a motion to recommend adoption to the full board. The motion passed by voice vote with committee members present in favor and the committee chair announced the committee will recommend adoption to the full board. MSDE additionally said it will maintain an omnibus policy list on the State Board web page to track licensure and assessment requirements and update it as needed.
