Planning commission backs land-use amendment and preliminary master plan for Sutton mixed-use project with conditions

The Planning Commission on July 17 gave a positive recommendation to a land-use amendment and the preliminary master development plan (PMDP) for the Sutton, a roughly 74-acre mixed-use project at the corner of Golden Bear Gateway and Division Street.
The commission considered a land-use amendment that would change a portion of the PUD's single-family component from mixed-use (CMU) to single-family residential to create a transition between higher-intensity uses on Golden Bear Gateway and existing neighborhoods. Sheree Akers of Barge Design Solutions, representing the applicant, said the site already has a mixed-use land-use designation and that the requested amendment applies to about 27.2 acres to accommodate detached single-family lots adjacent to existing houses.
John (city planner) told the commission staff endorsed the amendment and the PMDP in principle, noting the Sutton plan proposes about 102,000 square feet of commercial space, 649 residences across single-family, townhome and multifamily products, and a network of open space and pedestrian connections.
Commissioners stressed several details during their discussion: several asked the applicant to concentrate commercial frontage along Golden Bear Gateway and to maintain transitions (landscaping, setbacks) where residential abuts higher-intensity uses. Commissioner George said he supported the single-family transition, and other commissioners suggested an intergovernmental coordination approach as the development moves to final master plan stage.
The commission motion included a condition tying the land-use recommendation to approval of the applicant's preliminary master development plan (so the land-use change would not be detached from the PMDP), and commissioners requested staff follow up on the specific waivers and variances at final plan review. Staff recommended approval; the commission voted to forward a positive recommendation to the Board of Commissioners.
Why it matters: the Sutton project would add a sizable mixed-use corridor at a major gateway (Golden Bear Gateway), including hundreds of homes and public-space amenities; the commission emphasized phasing, access, and ensuring commercial uses are placed to limit neighborhood traffic and preserve transitions to existing houses.
Next steps: the project moves to the Board of Commissioners with the planning commission's positive recommendation and the list of staff conditions attached. Final engineering and site-level waivers will be handled at the final master development plan stage (FMDP).
