Payson approves Utah County interlocal agreement to finish final two blocks of Main Street

Payson — The Payson City Council on July 16 approved a resolution authorizing an interlocal agreement with Utah County that will route $3,000,000 toward completing the last two blocks of Main Street.
Dave (staff member) told the council the city’s consultant secured an additional $3 million to finish the last two blocks of Main Street, and that Utah County will administer the contract. “Wewe'll put that out to bid probably later in the fall...we'll probably start next spring,” Dave said.
Council members asked where on Main Street the work will occur. A council member clarified that the funded section covers the two blocks from Fifth Street to Seventh Street, and the council discussed timing and contractor availability; one councilor noted cities sometimes receive better bids when contractors have longer lead time to schedule the work.
A motion to approve the interlocal agreement passed by roll call: Councilor Hyatt: yes; Councilor Moss: yes; Councilor Rowley: yes; Councilor Christiansen: yes. The council noted the county has already approved the agreement and that staff will return with contract amendments to reflect the additional work.
Staff said the project schedule aims to avoid conflicts with the city’s celebration and to have contractors begin work in spring 2026 if a fall bid results in a spring start. The resolution does not specify a contractor and staff said the city will put the work out to bid.
