Commission backs amendment to 2023 vacation ordinance to add Randall and Blacker; applicant is University of Texas System Board of Regents

The El Paso City Plan Commission on July 17 recommended approval of an amendment to Ordinance No. 0019580 (Dec. 12, 2023) to vacate additional portions of Randall Street and Blacker Avenue and corrected the applicant name to The University of Texas System Board of Regents.
Alex Alejandre of Planning and Inspections described the amendment as adding the entirety of Randall Street and Blanchard/Blacker Avenue and correcting the applicant name. Alejandre said the applicants proposed to vacate a 70-foot width of Randall Street and Blacker Avenue where the right-of-way consists of improved land with no utilities and has not been used as public right-of-way. The applicant's stated purpose is to allow for future construction of an education facility.
No communications for or against the vacation had been received by staff as of the hearing date. Robert Gonzales of Quantum Engineering, the applicant's representative, told the commission the team agreed with staff comments. The public hearing produced no speakers; the commission voted by voice to approve the vacation amendment and forward the recommendation as required.
The commission's recommendation amends the earlier ordinance to add the additional right-of-way area and correct the applicant name; subsequent steps follow the city's normal ordinance amendment and council referral process.
