City Plan Commission approves Monteverde Unit 2 replat, allows 1-foot planter reduction along Pelicano Drive

The El Paso City Plan Commission on July 17 approved a replat of Monteverde Unit 2 to subdivide 2.38 acres into three commercial lots and granted an exception to modify the Pelicano Drive planter strip requirement.
The applicant sought to match the ongoing El Paso County reconstruction of Pelicano Drive rather than build the 5-foot landscape parkway required by Title 19 of the city code. Planning staff recommended approval of the replat and the exception. "This is what they're building, so we're not modifying the section," said George Hallou of SLI, the applicant's representative. "We agree with all staff comments." Aguilar of Planning and Inspections told the commission the development would be served by on-site drainage and ponding, and primary access would be from Pelicano Drive.
The request was framed as an exception to allow a 4-foot landscape parkway where 5 feet is normally required; staff said that matches the county-approved cross section. Commissioners asked whether the request was effectively a one-foot reduction and confirmed with staff that the county had approved a 4-foot section for Pelicano Drive. The applicant confirmed coordination with the county and that two driveways to Pelicano are proposed, one currently operable and a second proposed.
Chair Alfredo Borrego called for a motion; the commission voted by voice and the motion carried.
The approval includes the replat of Monteverde Unit 2, replat B, and the commission-approved exception to the Pelicano Drive landscape parkway requirement to match the county reconstruction plans.
