Commissioners direct staff to pursue short-term amendment as Casita contract negotiations continue

Klamath County commissioners discussed an expired economic development contract with the organization Casita and directed staff to pursue a short-term amendment or temporary agreement while negotiations continue.
County staff said the contract with Casita expired June 30 and that Casita needs a board meeting to consider the county’s latest proposal. County counsel and staff explained that because the prior contract has expired, the practical method is to execute an amendment (incorporating the old contract except for a new termination date) or create a short-term contract or memorandum of understanding to bridge the gap while the parties finalize terms.
The county attorney and staff said the parties have been negotiating a replacement contract and that Casita had not yet approved a draft amendment the county sent the prior week; Casita’s director was on vacation at the time of the meeting. Commissioners directed staff to send a draft reflecting the changes discussed in prior meetings so Casita’s board can review it and to return to the board when Casita responds. No formal vote to execute an extension was recorded; staff reported they already had sent an amendment and expected a response in the coming week.
Commissioners also noted procurement and RFP considerations in negotiating a replacement agreement and asked staff to ensure any short-term arrangement complies with procurement rules.
