City staff recommended approval after finding the proposal consistent with the downtown commercial and historic overlay standards and with the city’s wine-tasting use-permit criteria. Associate Planner Jacob Dunn told the commission the business operates in a 929-square-foot leased space and proposed seven interior tables and limited sidewalk seating protected by stanchions. The application requested extended operating hours up to 2 a.m. on weekends; the commission approved a later close but amended that to midnight.
