Board debates facility fees, e-bike language and policy review; motion to require two-year fee review fails, ban on motorized bikes and scooters approved

At its meeting the Township of Ocean School District board heard updates on summer facilities projects and debated policy revisions affecting facility use, fee schedules and the presence of electric personal vehicles on school grounds.
School business administration staff reported that summer construction and upgrades are underway: a new fifth-grade gym floor planned for August at TOIS, new bleachers at OTES at Dow, bathroom installations at the three elementary schools serving pre-K classrooms, and sound and lighting equipment being installed at the high school auditorium with a goal of completion by the September reopening. The administration said work would be isolated from occupied areas to limit dust and disruption.
During public comment, Alex Hayes raised concerns about late meeting starts and about the facilities-use application process. Hayes said the district's published policy requires facilities to be made available on a first-come, first-served basis after June 30 and urged the board to follow that practice, calling delays "capricious, arbitrary" and potentially discriminatory if prior groups received preferential treatment.
The board then discussed revisions to multiple policies as a first reading, including updates to the 7000 series (facilities) and language addressing motorized personal vehicles on school property. The administration said many of the changes reflected recommendations from its policy service review and that some items were routine updates rather than new programmatic requirements.
Board member Missus Stan moved to add language to policy 75-10 requiring the district to review the facility-fee schedule every two years; the motion was seconded and put to a roll-call vote. The board recorded the following votes: Mister Dalton: no; Missus Dan: yes; Missus Gilman: no; Missus McGovern: no; Mister Schneider: yes; Miss Stevens: no; Mister McCarthy (president): no. The motion failed.
Separately, trustees debated the wording that would prohibit electric bicycles and related devices on district property. After discussion the board voted to modify the policy language to refer to "motorized bikes and scooters." The roll call on that motion recorded unanimous support from members present and the motion carried.
Superintendent-level staff and administration said the district has already been using signage and communications to discourage e-bikes on campus and that the revised policy language is meant to align official policy with existing practice and local ordinances; they also encouraged community members to contact the Ocean Township Police Department if they observe hazardous behavior on campus.
No final (second-reading) votes were taken on the larger set of policy revisions at this meeting; the board treated these as first readings except where a procedural motion was required (the motorized vehicle wording change was captured as a change during the first-reading process).
