Phase 1 elements described by staff include a new, ADA-accessible gazebo, a new restroom, a sand volleyball pit, new backstops and fencing around the baseball field, upgraded electrical and irrigation infrastructure, increased landscaping and improved walking paths and circulation. Staff said the city would procure the gazebo directly via a state contract to obtain better pricing and that the contractor would install it.
Staff said 10 contractors submitted bids and the low bidder for construction was Visco LLC at $1,615,226. With the gazebo procurement and other line items, staff estimated Phase 1 would cost about $1.715 million. The staff presentation included a specific line item for tree preservation to account for added time and effort needed to protect mature trees during construction. Staff said they expect to return to council in August with a contract award recommendation and intend to complete Phase 1 work before November to support the park's seasonal events and lighting schedule.
Council members asked questions about timeline, tree removal risk and whether particular historic "pioneer" trees would be preserved; staff said the project includes tree-preservation work and that final decisions about removing any tree would come during final design and construction when contractors and arborists evaluate conditions.
No contract award for Phase 1 was approved in the excerpted discussion; staff said they planned to return in August with the contract for council approval.
