Tom, a city engineer who reviewed drainage, said staff and the applicant worked through several iterations of stormwater and groundwater modeling and agreed to bring fill material and a regional pipe that would convey runoff west and south toward a planned slough. “The stormwater and the groundwater and the irrigation were really concerning to me,” Tom said. “We spent hours and hours and days and days working with the engineers ... we’ve agreed to bring in some fill material that will address the standing water issues.” He added: “Although we’re threading a needle, I feel it’s a—it’ll work.”
Public safety and traffic
Residents at the public hearing raised traffic and safety concerns tied to the proposed density and local road design. Justin Anderson, a homeowner near the site, said his household chose the neighborhood for open space and worried the plan would “fundamentally change the nature of our community.” Multiple speakers said the proposed lots are substantially smaller than surrounding lots and said they expected more daily vehicle trips on 3200 South.
Several residents cited repeated surface flooding in spring and during the 2017 event; residents said some yards require sump pumps each year. The applicant and staff said the development and the regional pipe plan are intended to address both surface and groundwater conveyance, and that the developer has agreed to off‑site improvements and to pay development fees for infrastructure.
Open space, animals and structures

Comments opposed the rezoning and the density for reasons including flood risk, perceived notification problems about the proposal and loss of rural character. Cliff Jones said, “I am firmly against the proposed rezoning.” Other residents asked whether lots would be sold to individual buyers or built by a large builder and questioned whether open space would in practice become a stormwater basin rather than an accessible farm.
The applicant said they had conducted outreach and surveys, that Morgan Farm had requested additional space for animals and that the developer had negotiated multiple off‑site stormwater and trail improvements with the city.
