County IT and GIS report: VoIP, broadband, assessor mapping and new cloud system updates

IT/GIS staff described work on a county VoIP phone RFP, Starlink deployments for remote facilities, a new cloud-based assessor/CAMA system rollout and efforts to synchronize 911, assessor and GIS data with neighboring Fremont County.
Custer County IT and GIS staff reported July 16 on multiple infrastructure projects: a request-for-proposal process for VoIP telephony and contract IT services, Starlink satellite Internet for remote Road & Bridge facilities, scanner-based record digitization and a multi-agency effort to align assessor and 911 mapping data.
IT leadership said the county received more than a dozen responses to the VoIP and IT-contract RFPs; vendor meetings are underway. Staff also said the county ordered a Starlink terminal for Road & Bridge at Wetmore to address a long-running DSL outage in that location and described a broader county effort to replace aging DSL service where vendors are phasing equipment out.
Assessor system and mapping The assessor reported the county moved to a new cloud-based CAMA (computer-assisted mass appraisal) system in February and that vendor support includes frequent weekly training; the assessor said their system already supports split assessment rates recently enacted by the state for residential school funding. IT and the assessor said they are working with Fremont County to obtain 911 and dispatch mapping data so that the county's assessor, 911 and GIS datasets will interoperate without manual rework.
GIS and wildfire mapping GIS work in support of a Community Wildfire Protection Plan (CWPP) and other fire-mitigation efforts continues, but staff said a number of county mapping systems must be synchronized before the final CWPP maps can be produced to state standards.
Record scanning and operational notes IT said several filing cabinets and older records have been scanned and that the elections room wiring was reorganized. Staff are also exploring a live-feed camera at Wetmore that can be used as a model for other county facilities.
Why it matters: replacing DSL, moving to VoIP, and aligning assessor/911/GIS systems support continuity of operations, allow field-based data entry, and reduce the operational risk of a single point of failure in the county's networks. The county has applied for broadband grants and was rebooked into the state process; staff described a temporary delay in the broader broadband application cycle that will affect timing.
