The Kodiak Island Borough Assembly on July 17 authorized the borough manager to execute Contract FY2026‑02 for facilities electrical services with NODAQ Electric and Construction Incorporated following a competitive bid process.
Borough Manager Amy Williams and Acting Engineering and Facilities Director Cody Allen told the assembly the previous contract allowed for extensions and rate adjustments, but proposed labor increases prompted the borough to rebid. The borough published an invitation to bid on June 11, 2025; the bid opening occurred July 2 and two bids were received. Staff applied the borough's 10% local preference; after that adjustment, NODAQ Electric and Construction Incorporated was deemed the lowest responsible bidder.
"The previous contract allowed for both a second extension and rate adjustments. However, the severity of the proposed increase in labor charges prompted KIB to initiate a new competitive bid process," Amy Williams said in the staff report. Cody Allen confirmed staff applied the 10% local preference during bid evaluation.
Assembly Member Dave asked about travel or callout charges if the contractor stages on island but has a Wasilla business address. Cody Allen said travel time was not part of how the bid fees would be determined. The assembly accepted staff's recommendation and voted to authorize the manager to execute the contract.
The assembly moved and seconded the authorization; roll call recorded "yes" votes from Assembly Members Johnson, LeDoux, Sherritt, Smiley, Whiteside and Griffin. The clerk asked whether anyone wished to change their vote before the mayor announced the motion carried unanimously.
The contract award is intended to give the Engineering and Facilities Department a prioritized electrical services contractor to respond for maintenance and other borough facility needs. Staff said the contract selection accounted for local preference rules; the contract will be executed by the borough manager and administered by Engineering and Facilities.
